Klaus

One of Ciel's many acquaintances who deal in illegal businesses, Klaus is from Italy. He has a loud laugh, a genial personality, and a tendency to insert Italian words into his conversation. He's important enough for Ciel to consider his visits a big deal, and seems to provide the young earl with useful information.

Azzurro Vener

Azzurro is a member of the Italian Mafia's Ferro Family. The Family is extremely interested in gaining a foothold in Britain, something that the Phantomhives' influence currently prevents, which results in Azzurro kidnapping Ciel. Although the kidnapping is successful, Azzurro's men are quickly killed by Sebastian. Azzurro has a temper that is extremely easy to provoke, which contributes to his eventual downfall.

Sebastian's Precious Girlfriend

Though the mangaka refers to her as "Sebastian's precious girlfriend," no other name has been given for the little cat that Sebastian keeps in one of the manor's gardens. Going to feed and pet her is one of the highlights of Sebastian's day. He says that he much prefers cats to the pets they have in Hell, which appear to be a cross between Alien and a tentacle monster. The cat, for her part, seems to enjoy Sebastian's company.

The Undertaker

Known only by his profession, the Undertaker is a mysterious man whose scarred face is never fully visible beneath his long hair and crooked top hat. He occasionally provides information to Ciel. While he finds Ciel amusing and enjoys helping him out, he has nothing but disdain for the Queen. He tends to punctuate his words with sweeping gestures and creepy giggles and seems to spend a good deal of time inside of coffins.

Alaist Chamber

Lord Chamber, the Viscount Druitt, was one of Ciel's first suspects in the Jack the Ripper case. He's known for his dashing personality and his interest in young girls, which prompts Ciel's first foray into crossdressing. However, as Ciel quickly finds out, Lord Chamber isn't interested in the girls for murderous purposes-- instead, he auctions them off to other wealthy members of society for high prices.

William T. Spears

Will is a member of the Dispatch Management Division for the Shinigami. He appears on the scene to literally drag Grell back to headquarters for punishment after Grell breaks a number of rules. Every inch the proper employee, Will is merciless to Grell and cooly polite to Sebastian, stepping on the former's head and handing over his business card to the latter. Grell seems rather enamored of him.

Marchioness Frances Middleford

Lady Frances is Lizzie's mother, Ciel's aunt, and generally regarded as somewhat terrifying. She's an imposing woman who places great value on proper etiquette. Despite this fact, her favorite activities are the unladylike sports of fencing (her husband fell in love with her after she bested him in a fencing bout) and hunting (she's a perfect shot). Her brusque manner does little to hide her affection for her daughter and nephew.

Lord Randall

The Commissioner of Police for Scotland Yard. Despite the fact that his line of work often brings him in contact with Ciel, he greatly dislikes the boy and everything the Phantomhive family stands for. The fact that Ciel often solves cases before him doesn't hurt, either.

Fred Aberline

A police officer often seen with Lord Randall. He's still unfamiliar with the way Ciel and the Queen intervene in police investigations, and finds himself often reprimanded by Randall for his emotional outbursts.

Meena

Meena was a cook at Soma's palace before she disappeared. Soma cares deeply for her and thinks of her as an older sister. It's to locate Meena that Soma and Agni came to England.

Lord Harold West

Lord West is a businessman with somewhat questionable connections who has recently been investing in goods from India. He's made a fortune in trading. It seems as though he might know something about Meena...

Ranmao

One of Lau's girls from his opium den. He introduces her to Ciel and company as "his little sister, though not by blood." Ranmao never speaks and seems entirely unflappable. But she's not as harmless as she looks...

Her Majesty, Queen Victoria

By the Grace of God, Queen of the United Kingdom of Great Britain and Ireland, Defender of the Faith, Empress of India. Though in constant mourning for her late husband Prince Albert and prone to sudden and violent fits of grief (her servants utilize Albert handpuppets to help coax her back to normal), the Queen remains a gentle yet formidable ruler.

John

Queen Victoria's hapless servant. The Queen is prone to walking all over him (sometimes literally). He wields the Albert handpuppet.
